Playa Raya Real Estate: The Next Chapter on Panama's Azuero Coast
By Gustavo Szuchman, Papaya Holdings · Published · Last updated
Playa Raya is a quiet, largely undeveloped beach about five minutes from the centre of Playa Venao. Land here costs less than in Venao, and early buyers can still choose between beachfront and back lots.

What is Playa Raya?
Playa Raya is on the southern Pacific coast of Panama's Azuero Peninsula, about five minutes by road south-west of Playa Venao. Where Venao is a horseshoe bay with a surf town behind it, Raya is a longer, quieter beach bordered by a river, with what many surfers consider the best wave on this stretch of coast.
For most of the last decade Raya was background: anglers used it and surfers walked over from Venao. That has changed. The first serious land transactions are happening, infrastructure permits are in place, and the area is entering the early phase of the growth that built Venao.
Why Playa Raya matters now
| Driver | What is happening |
|---|---|
| The wave | A more consistent, less crowded wave than Venao's. Surfing built Venao's economy; the same draw applies here |
| Scarcity in Venao | Venao is bounded by hills, a river, protected land and coastal setbacks. As its beach land runs out, demand moves to the next beach |
| Infrastructure | A beachfront boardwalk is permitted, road access is being upgraded and water and power are expanding |
| New developers | Several developers, Papaya Holdings included, are active. Prices are starting to adjust, so the early window is measured in years, not decades |
The beach, the wave and the river
Playa Raya is a long Pacific beach with darker volcanic sand and consistent swell. A river meets the ocean at one end, forming an estuary for kayaking, paddleboarding and birdwatching, and sea caves in the cliffs can be reached at low tide.
What Raya does not have yet: a restaurant scene, yoga studios or the surf-school infrastructure of Venao. Those are five minutes away. Some buyers want exactly that quiet; others do not.
Beachfront lots vs back lots
Coastal land prices fall steeply with distance from the high-tide line, so always compare beachfront with beachfront and back lots with back lots.
| Topic | Playa Venao | Playa Raya |
|---|---|---|
| Beachfront land (2026, approx.) | ~$1,000 per m² | ~$400 per m² |
| Stage | Established | Early |
The difference reflects Raya's earlier stage: a smaller resale market, infrastructure still being built, fewer services and fewer rental comparables. It does not come with a promise that the gap will close.
Papaya Holdings' Raya parcel is a corridor from the beach inland, now being subdivided into beachfront lots and back lots. Prices are on request until the subdivision is complete.
Access today and in 2–4 years
- Today: paved road from Pedasí to Playa Venao; the last stretch into Raya is improving and passable by standard vehicle in the dry season, with care in the wet season for back lots. Power and fibre/4G internet are available; water comes from municipal supply, wells and storage.
- In about 2 years (expected): the boardwalk built, main access roads improved, the first homes occupied and a larger water-treatment facility serving the area.
- In about 4 years (expected): small cafés and services where the boardwalk meets the main road, and several completed gated communities.
None of this is guaranteed. Permits can be delayed and projects can slow. We plan our projects assuming things take longer.
Early-stage risks
- Title risk: some coastal land is held under Right of Possession, not full title. Papaya sells titled land only. Verify title on any parcel; see can foreigners own property in Panama?
- Infrastructure timing: "permitted" is not "built".
- Liquidity: Raya land is harder to resell within a year than Venao land. If your horizon is under three years, Raya is probably not for you.
- Few comparables: with few past sales, prices are harder to benchmark.
- Building yourself: Papaya's Raya products are land, so you bring your own architect and builder. You control quality and timing, and you carry the execution. Plan 18–30 months from purchase to move-in.
Papaya projects in Playa Raya
- Playa Raya lots: a ~10,000 m² corridor being subdivided into beachfront and back lots, zoned residential and tourism. Price on request.
- Vista Verde: five titled lots of about 1,000 m² on the Raya side, at $95 per m².

Who should look at Playa Raya
Likely a fit if you:
- plan to use the property in 2–5 years, not next quarter;
- are paying cash or using international financing (local mortgages on land are limited);
- value quiet and can be patient through the infrastructure curve;
- can manage or hire a build.
Probably not a fit if you:
- need rental income from month one;
- want a quick resale;
- want a finished home today (see Casa Valley).
Frequently asked questions
How does Playa Raya compare with Playa Venao?
Venao is the established town; Raya is the quieter, earlier-stage beach about five minutes away, with lower land prices (around $400 per m² beachfront versus about $1,000 in Venao). See Playa Venao vs Playa Raya.
How developed is Playa Raya today?
Early. Power, internet and road access work, but services are in Playa Venao. The boardwalk is permitted but not yet built.
Is Playa Raya land beachfront?
Some of it. Papaya Holdings' parcel runs from the beach inland and is being divided into beachfront lots and back lots.
Do I have to build right away?
No. You can build now, later, or hold the land. Annual carrying costs for land are modest.
How long does it take to build a home in Playa Raya?
Typically 18–30 months from buying the land to moving in, including design, permits and construction.
Can foreigners buy land in Playa Raya?
Yes. Foreigners have the same rights as Panamanian citizens to own titled land, and Playa Raya is not near a border or in a restricted zone.
